Safer Migration (SaMi)

The Safer Migration (SaMi) Programme is a bilateral initiative of the governments of Nepal and Switzerland. The programme is implemented in partnership between federal, provincial, and local governments. Helvetas Nepal. SaMi provides technical assistance to the programme on behalf of the Swiss Agency for Development and Cooperation (SDC).

In the context of Nepal, labor migration has long been an integral part of Nepali society. In order to maximize the benefits of labor migration, the Government of Nepal has been working to make labor migration safe, orderly, and dignified through new policies and initiatives, strengthened cooperation at the national, regional and international levels, and increased efforts to understand and respond to the evolving dynamics of labor migration within global supply chains.

However, there are a number of ongoing challenges in both policy and practice within the migration process like unethical and exploitative recruitment practices enabled by stark information asymmetries between job seekers and recruiters, leading to high recruitment fees and debt bondage that can lead to forced labor and trafficking.

Programme Objectives

The program is all about human and human rights. The overall aim of the programme is to “Promoting safe, orderly, dignified, productive, and exploitation-free foreign employment.”

Expected Outcomes

  • Female and male migrant workers and their families have increased the benefits and mitigated the social implications of migrations.
  • Al there layers of government use effective mechanisms for the protection and migrants workers and their families.

As a result of these strengthened systems, the program envisions that migrant and their families will be better protected by the concerned institutions and will benefit from safer and more decent working conditions abroad. To ensure sustainability, all three levels of government are engaged in cost sharing arrangements to operate migration related services.
